Congress can arrest people if they want to

Congress has not used even a small fraction of the power it can assert if it wants to

Congress can get away with just about anything, at least for a while, if it wants to force a constitutional showdown

Yes.

The Sergeant-at Arms of the Senate can arrest anyone who violates Senate rules, including the President.

I would assume, theoretically, that any federal law enforcement officer with arrest capabilities *COULD* arrest a sitting President; however, from a practicality viewpoint, it would likely need to be a Secret Service agent.
