He’s just letting everyone know he’s doing well and in good spirits so that it’s clear that he’s not voting with Trump, by hook or by crook. This is his way of not voting yes...he should have been replaced as soon as he was diagnosed.

He truly is "doing well" and "in good spirits" because in his black heart he knows this action is screwing Trump.
