Adam Schiff is the very definition of a crap-weasel. Just about every interpretation he has made of anything has been the exact opposite of the actual effects which are obvious to almost everybody else.
He is simply protecting some version of things that lie in a separate universe. Unfortunately, Bizarro World is somewhere on the other side of the looking glass.
