The problem with most 3ed world nations with crime is their courts are entirely made up of liberals who protect criminals. The solution is either to bypass the courts and kill the criminals directly (Duarte in the Philippines) or fire all the judges and appoint right-wing judges who hate criminals and let the police do their job.
The other problem is that the police are paid VERY little, and are truly at risk of their lives as they have pistols and the criminals have machine guns. Hence, many keep their eyes closed or are simply on the take.

According to this link Mexico has had the worst year for violent crime this past year. I wonder to what degree it is a consequence of the fact that border crossings have been reduced by half. More criminals fighting for available territory?? Also now that the marijuana trade is being affected by the fact that use is legal in a number of states, either medical or recreational, could that be a factor. I read that US quality MJ is much better than what comes over the border, so I suspect they are loosing a lot of business, creating more competition among drug dealers. Such a shame, Los Cabos used to be a nice place for a vacation.
