I really think it comes right down to racism. Blacks have been sold a bill of goods from as far back as LBJ, that they are incapable as a group ( which isn’t necessarily the case) and therefore need to be kept as “wards of the state” ( really a nice word for slaves) for the whole of their lives, just existing on the crumbs the government throws their way in exchange for their voting “the right way.” And I believe that they have also been “told” that they are really incapable of learning in the traditional sense, leaving them with a few people who are smart enough not to believe that BS or who find themselves able to be “performers” ( kinda like modern day court jesters) in professional sports, and as actors.
The education establishment reinforces that and sets it in motion from an early age. “Black score should aren’t very good? Lower standards.”
Five years later: Black performance hasn’t improved? Lower the standards.
Five years later? Black admissions to college haven’t improved and they are arriving unprepared? Remedial classes at the sixth grade level for two years.
Repeat, repeat, repeatand repeat again. My sister has taught math for almost forty years and has seen it all. As you say, it is the “soft bigotry of low expectations.”
