I don’t believe Dems would “leave it to chance” so I believe they did rig votes just as I believe what you say - that Repubs stayed home.
I also think there may be a trap in all this - that “someone” may have watched for an electronic flood of interference starting at the time the court revealed that voting records could be destroyed. I dunno but it’s an odd thing to have a last hour decision to allow shredding of e-votes knowing that you’d need to be able to audit quality/fairness.
