Anybody can monitor ham radio calls. All you need is a short-wave receiver.
It is illegal to encrypt ham radio calls. However, standard ham "Q code" calls are allowed, since the meanings are published in ham manuals.

The FBI for at least the last 50 years has put the FBI's interests before those of the USA. I was an SA in another agency. They get good agents just like other agencies but too much concentrated power. The problem is with the Management of the FBI.
The FBI needs to come out from under the DOJ. They will need to process their cases through the DOJ, where responsibility can be fixed. At some lower level, Political Cases, rejected by the DOJ should then be brought directly to a Federal Grand Jury. the In addition the DEA needs to be broken off from the FBI. 250 Federal Bureau of Narcotics Agents kept the country more free of drugs than the DEA's 6800 agents.
