Russian President Vladimir Putin ordered a partial withdrawal of Russian troops from Syria during a visit to the war-torn country on Monday.

Putin was met at Russia's Hmeimim air base by Syrian President Bashar al-Assad alongside Russian Defense Minister Sergei Shoigu, according to Russian state news agency Tass.

"In two years, the Russian armed forces, together with the Syrian army, have defeated the most lethal group of international terrorists," Tass quoted Putin as saying.

Expected, Putin will probably try to remove many more. If anything goes sour the West will take the most blame, if not all.

Well, the west kinda deserves the blame. We created, funded and supplied the rebel movement. We worked with the Gulf States to do the same. We support every jihadi rebel group there except ISIS. We don’t want the fighting to stop, but only want to channel it into a more focused anti-Assad force.

So all common sense is that the west should shoulder the blame for anything else that happens.

Debreifing, generation of favorable publicity, reduction of costs, resting up for new sore spots Korea and Ukraine.

This is the third “withdrawal” from Syria

March 2016

http://edition.cnn.com/2016/03/15/world/russia-syria-withdrawal/index.html

January 2017
https://www.theguardian.com/world/2017/jan/06/russia-aircraft-carrier-mediterranean-syria-admiral-kuznetsov

This report from 2016 is till valid:

This maneuver is more about political perceptions than military reality. It constitutes a political reframing of Russia's intervention in order to normalize Moscow's military presence in Syria, and make it permanent, while convincing Russians at home that the campaign is over. Putin's statement is yet another successful effort to achieve a domestic and international publicity coup.

Russia has reached an agreement with Damascus to expand the former’s naval base in Syria’s Tartus.

According to the agreement, Russia will use the joint facilities free of charge. Russian President Vladimir Putin has submitted to the State Duma (lower house of parliament) an agreement with Syria on expanding the Russian Navy’s base in Syria’s Tartus.

“The duration of the agreement is 49 years, it can be automatically prolonged for a period of 25 years in case none of the parties send a written notification to the other at least one year before a period expires concerning its intention to terminate the agreement,” TASS said quoting from the document submitted to the DUMA.

“The naval base has full immunity from Syria’s civil and administrative jurisdiction. Its movable and immovable property is immune from search, seizure and other proceedings,” the document adds.
Besides, the agreement stipulates that Russia can use its troops to guard and maintain the facility. “Russia has the right to send the necessary number of troops to maintain the naval facility,” the document says.
Putin visited the Hmeymim air base in Syria Monday and ordered the Russian Defense Ministry to begin the withdrawal of a significant part of the Russian troops and equipment from Syria.
