The deal in question happened in 2001 in Ukraine under pro-Western government. It was a reason of a huge crisis between Ukraine and Russia and was extensively covered at the time.
Namely, Progress Ltd of Kiev which is a subsidiary company to Ukrspetsservis - a government body of Ukraine responsible for weapons export has sold 6 kh-55sm (extended range) to China in 2000 and 6 base model kh-55 and service equipment to Iran in 2001.
The deals were lobbied and given a green light by then prime minister Victor Yuschenko - a future ‘hero of Orange revolution’ anti-Russian president of Ukraine ‘poisoned by Putin’ and so on.
A little dirty secret of the deal was that the original missiles were nuclear Soviet leftovers which we’re destroyed on paper so the perps faked export forms listing missiles as ‘Item-15’.
The Russians learnt about it after delivery from their intelligence sources in Beijing and Tehran and it led to a scandal.
After a year of intensive cover-up Ukraine admitted the deals indeed took place, a CEO of aviation subsidiary of Ukrspetsservis was appointed a scapegoat and sentenced to 6 years in prison.

In 2005 Ukrainian AG admitted that the chief of SBU (Uke FBI) covered for Yuschenko. Yuschenko himself then confronted by reporters admitted to the fact but said ‘it was previous administration ‘ (but he somehow missed the fact he was a part of it who signed the papers)
