Probably hasn't changed any from my days, when one of the prime collateral duties of senior enlisted was to beg, borrow or...."procure-by-other-means" the equipment necessary to do the **** job.
I will freely admit that, while I was a brand-new E-5 and got put in charge of our Maintenance Shop, I netted an off-the-cuff comment after Admiral's Inspection to the effect that "that kid is the finest Navy Yard Thief I've seen in thirty damn years".
Well, all our gear worked, I never got Court Martialed and after that I don't know nuthin' 'bout nuthin' that those Supply Clerks might say...
Gotcha but when you think about it a shortage of spare parts and the way VA patients are treated is just a true sin for todays military,IMHO.
