There was no plan to ever make criminal charges.
The whole point of this was to smear Roy Moore.

I am hoping Roy Moore makes a criminal complaint, or better, the authorities in Alabama bring her in for questioning on their own. She has committed election fraud, defamation on a public servant and a host of other things that might be crimes. It would be nice to scare her into telling the true story of who put her up to it and how much they paid her.

This could be why she made this revelation, probably encouraged to do so by Gloria Allred. To protect herself from any civil and/or criminal liability, and Allred to protect what little credibility she has left. They're in CYA mode.
