I would not put it past the POTUS that he is tossing this idea out there, to watch the left and the MSM go NUTS about the concept. Possibly to also keep the spies we DO have more honest and wondering whether they are being watched.

Perhaps he did. Perhaps POTUS & friends know all about it. If so, perhaps this is yet another example of Trump forcing the traitors to go on the record, just before the truth of their own prior actions (maybe current actions, as well) is “leaked”/released/exposed. There’s always been a method to his conscious irritation of the Swamp.
IMO, very little is said/done by this WH and it’s allies without careful preparation and a defined end game.
