The real purpose is to gouge the maximum amount of money possible from the captive population. And most of the money does not go to building or sustaining roads either.
This only works when you have a monopoly control of a market and the ability to lock out other alternatives.

I saw several tweets today from mid-level govt bureaucrats demanding a pay raise to combat these prices. LOL.
The perfect scam: Use taxpayers money to build a road and then charge taxpayers to drive on it. Don’t steal, the government hates competition.
Don’t they still have them on the Dulles toll road? I drive to Dulles a couple times a year and haven’t paid attention.
Wonder how slow you can go in these toll lanes before you could get ticketed. That be a great way to protest if you had the time and money (but who does?)
Just heard the toll was up to $40 today. Spokesperson said they are trying to incentivize people to use mass transit or add a person in their car.
Also said they estimate that around 40% were scofflaws, and if they want to use the highway they’ll have to pay.
I think many are likely unaware due to inadequate marketing of the changes. Also, I’ve noticed a huge increase in signage on the highway: it is impossible to read them all when traveling at speed.
