Finland lost the Winter War in 1940 then joined the Axis attack in 1941 (to get back their lost territory); most of the country wasn’t occupied by the USSR at all, and part of the eastern section was for a year.
FWIW, I believe they may be the only Axis country in the east that wasn’t occupied at the end of the war (though they lost that eastern territory again). They wouldn’t join the larger war effort, fighting only to regain their territory; when Hitler asked for their help at Leningrad, they wouldn’t send any.
