Double jeopardy only applies to being charged twice in the same jurisdiction. This is why someone like Mcveigh could have been charged with 168 homicides in Oklahoma as well as at the federal level.

McVeigh could be charged for murder twice, as the law is written, because he hit a federal facility and because he used explosives. If he stabbed that many people in OK it would have only been prosecutable in OK.
