This is impossible. No one in the U.S. Government could ever plot and plan a false flag and/or killing U.S. citizens. Therefore these documents are just conspiracy garbage.

An “irresponsible government” well describes the CIA. Answerable to no one. Concerned only with their own power. Disregarding the safety of U.S. citizens. The CIA is today’s Pretorian Guard, and like the old Roman Pretorian Guard, an unregulated power unto itself.

Are we sure the CIA’s part of the US government? They’re largely self-funded, don’t seem to take orders, and have a habit of helping Communists to power in nations like Cuba. Maybe they’re trying to sucker JFK in so they could have leaked it to the press? JFK openly talked about disbanding the CIA. He didn’t trust them.

I wouldn’t put too much indignation to this. It sounds like the “contingency planning” that the military does for every possible situation. If JFK wanted a war with the USSR he had all the excuse he needed right there in Havana.
