What used to be “making a pass,” is now defined as “sexually harrass.”
Only an “unwelcomed” pass is “harassment.” Women do welcome men hitting on them if they are attracted to them and do inappropriate things ALL THE TIME in the workplace. I’ve noticed in all this debate that hasn’t been brought up once. Guys wouldn’t do this stuff if it didn’t work at least some of the time.
You've gotten to the crux of the matter. One guy said his approach was to say "Let's f--k" as an opening line. He said it worked at least 1 in 10 tries.
