That photo is NOT of a Mexican border fence - but one of the fence Israel built on its southern border with Egypt to keep out African illegals and Muslim Jihadis.

The exact photo is here in a 2015 article about adding a similar fence on Israel's Jordanian border:

I looked that up awhile ago. HOWEVER, the “border fence mexico guatemala” search did bring up that the southern states of Mexico do want a border fence/wall with Guatemala - or they have budgeted for it or something.
