All things being equal the powered vessel is burdened — but in this case all things are not equal. The naval vessel is surely much larger than the tug and therefore less maneuverable.

Would argue the tug without power and likely not making headway is less maneuverable at that point. Perhaps also a steering casualty in addition to power loss. The investigation will sort it out.
