I challenge you to make a plausible argument as to how any federal tax policy “subsidizes” CA or their public employee unions.
You seem to believe that if the Feds take less from a taxpayer in CA, they must take more from a taxpayer in Texas, and without regard to how the revenues are spent.
And without regard to the fact the taxpayer in CA is paying more per capita and collectively than the taxpayer in Texas.
Zero-sum taxation has long been the mantra of the left.
And ultimately your motive is Social Justice. You cannot stand the fact that others might have more than you and you want to cut them down to size. And you want to use taxation at the barrel of a gun to do it. Getting government to do it on your behalf.

Non union made autos cost the same as union made autos...An auto dealer in one town sells a car for the same price as another dealer in another town...No competiton...Unionized...
When there's a gas price hike in a town or city, within 15 minutes every station in that town has increased their price the exact same amount...Unionized...No competition...
