Apparently the guys who made the series have no idea of what a small town really is. In the first episode they show a sign which gives Smallvilles population as something like 48,000 but the opening shot of every episode shows an aerial view of a town which I would guess is less than 500 pop.
Even better than that: despite Smallville supposedly being a small town in Kansas, they had a little of everything, including a giant hydroelectric dam on a mountainside, in Kansas. They also had freeway tunnels and highrise buildings when it suited the plot.
