This wasn't an effort to get the DNC's money because they were broke. But this allowed donors to get around the contribution limit by giving to the DNC's HVF instead of Hillary's campaign. Without Hillary's control, the money might have been spent as the DNC saw fit, but Hillary exercised control over the DNC closing the loop.

Lots of law breaking going on there for sure.

YES, that is key and a lot of the public commentary so far is missing this (perhaps intentionally). The Hillary campaign effectively circumvented the FEC regulations on campaign donations by allowing donors to give much larger amounts, nominally to state party committees, which funds the Hillary campaign clawed back almost completely.
