Shooting 16 people in a crowded area cannot be that hard even if every single person is carrying. If you can shoot a couple of shots per second with some accuracy, it only takes less than 10 seconds before you can shoot a dozen or so people multiple times.
Unless those carrying are alert and looking out for other gunmen (if everybody is carrying, everybody is a gunman), chances of a carrying bystander PREVENTING is just absurd. What a carrying bystander can do is limit the damage... if nobody is carrying, likely that hundreds would be dead before the cops come in. If people are carrying people, the shooter can still kill a dozen or so before being neutralized.
The main problem is that American society itself is sick to the core. These incidents seem to be accelerating in frequency. When I was staying in Poland not long ago, it wasn’t quite as ostentatiously wealthy as parts of the US, but it felt like a healthier and saner social order. They don’t have “mass-shootings” over there. Not due to any particular defense against them, but simply because their society does not produce the type of people who would WANT to murder their fellow Poles.
Unfortunately, that’s definitely not the case for Americans anymore.
According to witnesses, the shooter reloaded multiple times.
Churches have been shot up for the last ten years.
No excuse.
