I just don’t think that there were ever be files lying around that stated:
1. Hank, you position yourself on the grassy knoll.
2. Joe, you signal the boys with the umbrella.
3. Bill, you go to the Depository and make sure Lee is safely in the cafeteria.
4. Will, soon after the murder, you contact news outlets and immediately flood the airwaves with enormous amounts of info on Lee.
Etc.
Since there is no conspiracy then yeah, you are probably right.
