Trump is probably trying to create a public perception of inaction at the DOJ in order to conceal the action really going on at the DOJ. This is “Art of War” stuff.

Anyone who thinks that Trump is allowing aholes to run the DOJ and is too stupid and helpless to change it is brain damaged.
Trump and the good guys are fostering this fake message to trick the bad guys.
