Then amend the constitution so that it can be done legitimately. There is no need to amend the constitution to cover things which are already covered by it. Devices or substances that threaten the citizenry of the US, are already covered in the "Enemies, foreign and domestic" clause.

Please, enlighten me to particulars of the "Enemies, foreign and domestic" clause of the US Constitution that gives the federal gov't this immense enumerated power. This is new to me.
