why would the Russians buy a commodity that they knew couldn't be exported, and if they did it's only purpose would be to create a shortage, neither of which would be good for the US making those that facilitated the sale enemies of the USA

Because Russia was after the Uranium One holdings in Kazakhstan. The Art of War....
So when it’s said most of our uranium comes from Russia and Kazakhstan, what they really mean is all of it technically comes through Russia.
