What could possibly explain neither ship sounding pre-collision alarms? Iirc most of the 17 who died were in their cabins, and two heros died while pulling sailors out of their smashed cabins.

Drugs, dead tired, not focusing on what the watch members were supposed to be doing and apparently one ship going too fast in the sea lanes.
Yes, there are many homosexual and lesbian sailors these days in our Navy.
The comprehensive report by the CNO covers it item by item. It's a long read. Something I don't get, is how the qualifications for a Surface Warfare badge has been so obviously degraded. Just hope the pilots and crew members in all branches are still actually earning their wings.
