Most all Home Depot stores rent out trucks. They are usually so folks can buy materials that are too big for cars. But you can rent them for any reason.

Usually $20 for an hour or two. He probably was going to have to pay more because time was to expire... So he took bike lane to avoid traffic.
Probably drinking... Traffic and drunk driving don’t mix well.
