Along the lines of your point...if it were simply low level soldiers and/or slave laborers...would they have sent in 100+ to 'rescue' them? Doubtful.
Assuming the number of rescuer's that died is reported as true, there had to have been a least a few senior level military involved in the initial collapse. Probably conducting inspections.

More likely, the device was at the end of the tunnel that collapsed.
That WOULD force a “rescue” effort, and WOULD delay the program by the time to build the next weapon.

The tunnel still has to be dug, I doubt it was a rescue operation, more like second shift. They are communist peons, they have little value for their leadership.
