Only people charged with “offenses against the United States”, i.e. Federal crimes. He cannot pardon anyone charged with a state crime. A few weeks back that there was talk that Mueller was trying to get NY’s attorney general to charge Trump’s people within his jurisdiction to negate Trump’s pardons.

Yeah, when Obama pardoned a bunch of people, some of them actually made their way back to prison.

Yes, and sadly, that includes pardoning the Maobamas and Madoff Clintons, if he were to foolishly choose this route.
