Only people charged with “offenses against the United States”, i.e. Federal crimes. He cannot pardon anyone charged with a state crime. A few weeks back that there was talk that Mueller was trying to get NY’s attorney general to charge Trump’s people within his jurisdiction to negate Trump’s pardons.
