That is a big popular "anime fashion" trend in Japan -- cartoonish, costumey clothing. It is creepy "pedophile chic" that they even call "Lolita" over there -- grown women trying to look like schoolgirls or Barbie dolls. Maybe Ivanka thought that ludicrous short skirt and boob-disguising top would appeal over there; but I wish she had better represented U.S. sensibilities.*
