Manafort and the Podesta brothers..that way Mueller can say he is neutral and went after “Both sides”
It’s in response to the news that Clinton was behind the Russia dossier. It’s going to be against a Republican.
I’m not sure that Mueller cares how things look. He’s a political hack and he’s shown himself to be just that. He did not hide it like Comey did not hide it.
