He will arrest Manafort and then propose a deal to him to let him off if he will testify for a Trump/Russia collusion.
He has to do this to distract attention away from Clinton/FusionGPS.

Mueller was appointed to find something on President Trump, and true to his slimy dem DC swamp roots, he’ll come up with something whether it is true or not.
I’ve been around the type of aggressive federal prosecutors Mueller employed. These guys are glory seeking scalp hunters and they routinely over charge. This was plainly timed to deal with the calls for Mueller to resign. Now they justified their existence, they think.
