Yes, but Madrid intends to replace all the Catalan officials with bureaucrats from the national government. There is going to be a government of occupation and, I would assume, the Catalans will go into rebel resistance mode against those occupiers.
And what can the new officials do if everyone just refuses to pay taxes? Jail everyone? Shut down all their business?
