The effort behind the dossier began as “never Trump” GOP-funded opposition research project during the Republican primaries.
The donor, PAC or campaign that first retained Fusion GPS has not been revealed.
After Trump secured the presidential nomination, the GOPs behind the Fusion GPS oppo effort dropped the project. It was picked up by the DNC and the Clinton campaign through law firm Perkins Coie. Fusion GPS hired former MI6 officer Christopher Steele.

According to the FOX program “KENNEDY” last night, she referenced casually that a “LOW ENERGY” Republican candidate financed the oppo research, during the primary campaign. (I took it naturally to mean Jeb Bush of course, and wondered if anybody picked up on that, (as she speaks very fast and dramatically mumbles.)
However, that oppo research effort yielded nothing useful and was subsequently dropped once that candidate had gained no traction and never recovered from bad polls.
This Christopher Steele guy is a known socialist and the company— FUSION’s highest receipts for their work comes from criminal enterprises according to one of their victims, who appeared this evening with Liz Peek, on FoxBiz.
Anyway, the dirty work of FUSION continued eventually, but under the $$$ from the HRC Campaign and the (broke) DNC.
It was not until the campaign and DNC came into the picture that Christopher Steele was ever brought into FUSION, hired and assigned to get serious, regardless of the veracity of the sources.
