No, it’s a complaint with the FEC filed by a private group. The headline is misleading.

FEC never has cared much about foriegn campaign donations, illegal lotteries, voter intimidation, vandalism of campign offices and vehicles, ballot stuffing, illegal voting, etc etc so long as the culprits are Democrats.

What type of punitive action can the FEC take if it finds the complaint has merit?

You might think the headline is misleading but I would call it accurate because it reads: “FEC Complaint Says Clinton Campaign, DNC Violated Law Over Trump Dossier”

It’s what the complaint says. The complaint says it’s the position of those who filed the complaint that the Clinton Campaign and DNC broke the law. And the complaint is likely supported by evidence.
