Even if Mueller thought he'd be able to take down President Trump, obviously Trump knew all the allegations were BS, and having a group of his enemies do the investigating gives the Demagogic Party a-holes nowhere to run to. Plus, Mueller and company are forced to confront their own corruption, and Hitlery's, and Soetero's. So, maybe you're spot on with this. President Trump is not expecting anything good from muller. muller will fail (because there's no evidence,) pretend he didn't, the media will proclaim victory over President Trump, we will ignore them, and all is well.
