I still don’t think that if someone’s prints are not in the system it means they aren’t from the Carolinas.
I think it's safe to assume that if anyone's ever been printed by a government agent (military,police,etc) it's reasonable to assume that those prints are available to any government agent who wants them.
I could be wrong,though...I'm certainly no expert in such matters.
