Im sorry, but I cant make any sense out of the headline. Can anyone help me understand what theyre talking about? Some kind of internet code designed by Congress? Wha? Every computer connected to a network has what's called an "Internet Protocol" IP address assigned to it. Think of it as a network version of your mailing address.
You can uniquely identify where that IP address comes from.
So a plain language version of this would be, "Wikipedia Articles were changed to say 'Ted Cruz is the Zodiac Killer' by somebody on a computer owned by the US House of Representatives".
(Note: that is not 100% technically correct, but it is close enough for somebody who doesn't speak computer geek)

And I'm a software developer with lots of internet experience. For that reason I am tired (as usual) and perhaps that's why I couldn't make sense of it. I read it over five or six times, and just couldn't get it to gel in my mind.
After your explanation, when I read it over, I can't see how I could have not understood it.
