Yes, a president can later be vice president, and he could succeed back to the presidency but only for two years (24 months).

A candidate for vice president must be qualified to serve as president. After all, being ready to take over as president is the main function of the vice president.

Obama has served two terms as president. He is therefore not qualified to serve as president and therefore not qualified to serve as vice president.
