Because they have to use double speak. That statement says a lot and say nothing at the same time. It could mean that Clinton should have been charged, or that he errored in not standing firm in support of SOS Clinton.

They don’t answer the question that was asked. That is LEARNED. They reply with logical fallacies like “affirming the antecedent,” or “glittering generalities” or “post hoc ad hoc propter hoc.” It’s fascinating and frustrating, but enlightening to recognize the manipulation techniques they use on the unsuspecting.
