The US gives Israel billions every year so if the US is on a weapons buying spree in the ME to support terrorists who will in effect aid Israel, what the list price is doesn't matter, they'd offer to provide weapons to the CIA buyers at whatever price they were willing to pay. Probably M16s made in Israel rather than high end stuff they sell here, but made in Israel none the less.
Personally, if there are in fact Israeli made weapons in the hands of terrorists in Syria, I'm not the least bit shocked or surprised. Syria being broken up into multiple little countries fighting one another and barring that, Syria having to fight large terrorist groups is in Israel's national interest. Of course they do what they believe is in their national interest whether it helps or harms US policies and US interests. That's how realistic national leaders behave.
The fact that we've had a series of very unrealistic leaders in both Congress and the Whitehouse is why the US is in the mess we're now in both internally and on the world stage. That doesn't mean it's reasonable to assume all other nations will be equally happy to engage in self-defeating behavior and thinking they will is a major mistake. With the exception of the US (now rapidly being asset stripped like so many third world chitholes have been) just look at what's in a nations self interest and you'll know what they're up probably up to covertly no matter what they're saying and doing overtly.
I don't see how Israeli weapons, training, or anything else Israel provides ISIS and other thugs is even news. The US helping them is stupid and self-destructive, but Israel doing so makes sense. Any rabidly anti-Israel Muslim group who is busy making the mistake of getting their people slaughtered in Syria or elsewhere is an opportunity when viewed in light of the old adage, "Never interrupt your enemy when he's making a mistake". It naturally follows, that given the opportunity, you should encourage and help your enemy to make that mistake
