That Assange has people out there holding secret data and has now given them the ability to decrypt and release it if “x” happens?

It could just be a threat to some government who does not want certain information released. Julian could be saying “Try Me”.
His usual practice has been to release an encrypted data file with the threat of releasing the key. So if this is not a key to an already released file then it is kind of strange. Yet a key without a file is just as worthless as a file without a key. Well almost. I suppose that some day his files will be able to be cracked.
