Article says a new program, might be a state or local program. Regardless, somebody has to pay. And I don't think immigrants were turned away anyway.

I confess to not reading the entire article because the link won't display for Safari. And I get tired of copying those over to Firefox which usually will display them.

And FR is faithfully displayed by Safari just the way I'm used to. I could fiddle with the look in Firefox but have enough else to deal with.
