Press Release Statement on Trump Administration's Decision Regarding Obamacare Payments October 12, 2017|Speaker Ryan's Press Office
WASHINGTONHouse Speaker Paul Ryan (R-WI) today issued the following statement regarding the Trump administrations determination that certain payments under Obamacare have no valid appropriation:
Under our Constitution, the power of the purse belongs to Congress, not the executive branch. It was in defense of this foundational principle that the House, under the leadership of former speaker John Boehner, voted in 2014 to challenge the constitutionality of spending by the Obama administration that was never approved by Congress. The House was validated last year when a federal court ruled that the Obama administration had indeed been making unauthorized and therefore illegal payments through Obamacare. Todays decision by the Trump administration to end the appeal of that ruling preserves a monumental affirmation of Congresss authority and the separation of powers. Obamacare has proven itself to be a fatally flawed law, and the House will continue to work with Trump administration to provide the American people a better system.

This is the ideal situation for Paul Ryan. Someone else takes the initiative and he immediately falls into place right behind them, taking credit for it as much as possible, but none of the responsibility. It’s called Leading from Behind, and he is very good at it. Which is why the voters in his home district send him back to Congress with 70+% margins.

Ocare was ruled a TAX by the SCOTUS All tax bills must ORIGINATE in the HOUSE. Since Ocare originated in the Senate, the law is unconstitutional. Something SCOTUS omitted; time for another appeal.
