we are not going to rebuild every part of PR. People sitting around expecting a shiny brand new country handed to them on a silver platter are going to be waiting a long, long time. PRcans need to put the elbow grease forth to help their neighbors. Maybe they could learn a lesson from the USVirginIslands:
