All that info about Congress and Kyoto is not relevant because it was Prez Bush who killed it.

In addition to that George Bush offered an alternative to Kyoto.

Bush said that the US would reduce CO2 emissions relative to GDP. The US would reduce CO2 emissions from 183 tons per million GDP to 151 tons.

Who gives a rat’s rear end about what GWB “SAID”? And since Kyoto was never ratified, it was never binding on us. Nor was Paris. That IS relevant, as is WHY: Because there was ZERO chance of the Senate approving it!
