I read an article on Townhall this morning that said:

The article said the 20th century tradition needed both Senators to refuse, not both Senators to agree.

It is amazing to me that the Republicans have taken so long to take action to fill in the backlogs of needed appointments.
Schumer and company have brought this on themselves by abusing and misusing the blue slips for this bipartisan initiative.
