I don't like it.
If we have ways of observing (which I have to figure we do), we get to watch Rocket Man as he maneuvers. We learn where he goes, who his contacts are, which observation posts light up, which jets on the ground are started and where, which units are alerted and where they travel. Etc.
Potentially, there are plenty of reasons to get him to flinch and reveal himself a bit more.
It is either a harmful leak or it is a move in the ongoing negotiations with China.
